What is IFICI?

IFICI (Incentive for Scientific Research and Innovation) is a personal income tax incentive regime applicable to individuals who become tax residents in Portugal and carry out eligible professional activities linked to innovation, research and highly qualified functions.

The regime was created to replace and refocus previous tax incentives, directing benefits specifically toward professionals whose work adds value to Portugal’s innovation ecosystem, knowledge economy and strategic sectors.

Under IFICI, qualifying income from eligible activities is subject to a flat personal income tax rate, rather than the standard progressive IRS rates.

 

Who can benefit from IFICI?

IFICI is intended for individuals who meet both tax residency and professional eligibility requirements.

In general, to benefit from IFICI you must become tax residents in Portugal and not have been a tax resident in Portugal in the previous five years. You also need to work in highly qualified, scientific or innovative areas.

Eligible professionals typically include individuals working in areas such as:

  • Scientific research and development;
  • Higher education and academic activities;
  • Technology, engineering and digital innovation;
  • Qualified roles within recognised innovation-driven companies;
  • Strategic activities defined by Portuguese legislation.

 

The exact eligibility depends on the nature of the activity, the employer or entity involved and official classification criteria.

 

IFICI tax benefits

The main advantage of IFICI is a flat IRS rate of 20% on income derived from eligible activities carried out in Portugal. This represents a significant reduction when compared to Portugal’s standard progressive income tax rates, which can reach above 40%.

Furthermore, a Personal Income Tax exemption is available for income obtained abroad. This includes employment or self-employment income,
as well as income derived from capital (e.g. dividends, royalties, interest). Rental income is also considered. IFICI applicants need to renew their status every year.

 

Duration of the IFICI regime

IFICI can be applied for a maximum period of 10 consecutive years, starting from the year in which you become a tax resident in Portugal.

Once granted, the regime remains valid for the full period, provided that the individual maintains Portuguese tax residency, the qualifying professional activity continues, and all reporting and tax obligations are met.

If eligibility conditions cease to apply, the benefit may be lost for subsequent years.

 

How to apply for IFICI

The application requires completing a number of key administrative steps:

 

1. Register as a tax resident in Portugal

Applicants must be officially registered as tax residents in Portugal in order to access the IFICI regime. A valid Portuguese tax number (NIF) is required to interact with the Tax Authority and submit the application.

 

2. Submit the IFICI application within the legal deadline

The application must be filed within the timeframe established by Portuguese tax law to be considered valid. The IFICI application process is carried out with the Portuguese Tax Authority (Autoridade Tributária) and must be submitted online through the Portuguese Tax Portal by 15 January of the year after becoming a resident.

 

3. Provide proof of eligible professional activity

Applicants must submit documentation demonstrating that their professional activity qualifies under the IFICI criteria.
